CDW Sr. Manager, Program Management / Census in Maryland

This role has been created to support and manage the 2020 US DecennialCensus Program. The 2020 dDaaS Program is 4-year program expected to run until2021.

The Sr. Program Manager is responsible for the development, delivery, and management of strategic solutions and programs across CDW-G business segments. Independently manages projects or programs. Owns all aspects of a product or service offering for a client, from inception to installation. Integrally involved in interaction with sales, consultants, stakeholders and other members of cross-functional teams. Projects are typically of high complexity or risk and have high visibility in the client or CDW organization. A Sr. Program Manager will often work on projects consisting of emerging and/or highly customized technology. Work with enterprise or strategic clients that will often have strict constraints on one or more of the project components. This position often works with mixed teams with multiple practice/solution areas and complex systems integration which could include multiple Service areas and third party vendors. The Sr. Program Manager is responsible for leading Project Managers and Program Managers within the associated program or projects. The CDW Sr. Program Manager acts as project advocate ensuring success for all stakeholders by driving for results, making the tough call, and building strong relationships with project stakeholders.

Key Areas of Responsibility

Project Management

  • Compares/contrasts client’smethodology and provides guidance to Program Managers or Project Managers onmelding customer methodology and processes with CDW methodology.

  • Accountable for projectprofitability. Tracks multiplebudgets, consolidates and summarizes for executive stakeholders.Understands budget to actual variations for project phases, makesrecommendations and adjustments.Tracks project and program margins against targets. Addresses financial warnings forindividual projects and mitigates the effect with the ProjectManagers. Understands theeconomics of financial decisions across the portfolio within the clientand its impact to CDW. Works withclients to position operational expenses vs. capital expenditures

  • Validates initialprogram/project scope and estimates. Understands and articulates theimpact of project changes on the program.Influences and makes program recommendations at executivestakeholder level. Sets strategy for minimizing impact and risk to theclient due to project changes.

  • Maintains continuous alignmentof program scope with strategic business objectives. Makes recommendationsto modify the program to enhance effectiveness toward the business resultsor strategic intent.

  • Identifies and interprets risksfrom dependent CDW projects and client landscapes. Understands how they impact the programand mitigates the risks. Communicates risks and plans to projectstakeholders.

  • Aligns all dependencies fromprogram work streams.

  • Proactively conducts resourceplanning and optimizing billable schedules, monitoring and adjusting assignmentsas necessary. Acts as an escalation point to address resource constraintsin order to minimize impact to the program.

  • Establishes and owns programcommunication plan. Consolidates,manages and executes project communication plans into program communicationsplan for all stakeholders and work streams.

  • Responsible for meetingcontractual performance criteria and due dates during service delivery andoverall project completion.

  • Ensures compliance withrelevant corporate and government policies.


  • Managesand provides guidance, mentorship and counseling to direct reports, CDW projectteam members and subcontractors.

  • Takes accountability forproject results. Is fiscallyresponsible to the client, the project and to CDW. Holds project team accountable.

  • Instills trust with our clientsby building strong relationships with stakeholders.

  • Leverages business acumen andpolitical savvy as well as relevant personal and CDW experience to buildcredibility.

  • Demonstrates ability to diffuseuncomfortable situations with client and/or project team.

  • Leads efforts to continuouslydefine, contribute and to improve our overall project management knowledgebase across geographies and solution areas. Develops standards, bestpractices and training for team members.


  • Leads, Coordinates &assimilates cross team communication and information from across allprojects in the program and distills the information for the appropriatestakeholders. Integrates new information on the fly, synthesizes theinformation and charts a new course as appropriate.

  • Has clear and concisecommunication. Leads and facilitates both live and virtual meetings. Keepsmeetings on track, on topic and summarizes assigns and publishes follow upitems in a timely manner.

  • Adapts communication style andmedium to the audience needs. Adjusts communications based on complexpolitical landscape.

  • Defines strategy and contentfor formal presentations and coaches project managers on delivery. Createstalking points and strategic messaging.

  • Uses political savvy and allchannels of communication to finesse key messaging.

  • Prepares and provides variousreports and technical reviews to senior leadership and stakeholders asrequested

Additional Responsibilities:

  • Manages Stakeholders :Articulates and summarizes program and highlights the businessimpact and value. Produces projectsummary reports for executives.Interfaces regularly with executives on the status and issues ofthe projects. Is seen as a “TrustedAdvisor” by executives and intimately knowledgeable about theirbusiness. Leads project managerswithin the program on managing their project teams and resolving issues.

  • Negotiation : Develops negotiation strategy for complexnegotiations, bringing solutions to Sales teams to resolve customer and/orproject conflict. Negotiates conflicts of resources, due dates andpriorities across the projects in their program. Is expected to assistproject managers with challenging negotiations or assist in developingnegotiation strategy.

  • Sales Support : Advocates with sales on the value, experience andbest practices of the CDW project management services. Proactivelyinfluences sales strategy through client executive relationships. Takes anactive role in setting strategy, acting as a communication conduit betweenclient and CDW bringing extensive knowledge of client business objectivesand/or clients operational organization to the opportunity.

  • Business Development: Performs activities supporting the capture ofnew service opportunities including the development or review of solutionand cost proposals.

Minimum Qualifications

  • Bachelordegree in business or computer related field or equivalent experience.

  • 10or more years’ experience in delivering quality IT/ Infrastructure ProjectManagement.

  • Fiveor more years’ experience in leading significant and complex AdvancedTechnology projects across a variety of solution areas.

  • ProjectManagement Professional (PMP) Certification

  • ExperienceManaging and leading cross- functional teams dealing with mobile deviceacquisition, logistics, provisioning, security, management, network coverageand decommissioning services of similar scale.

  • Experiencemanaging and leading risk management activities on projects

  • Familiaritywith OEM devices

  • Workingknowledge of common mobile device operating systems (e.g. iOS 8-10,Android4.4-6)

  • Workingknowledge of leading Mobile Device Management (MDM) practice and tools

  • Workingknowledge of leading Telecommunication Expense Management (TEM) practice andtools.

  • Abilityto work weekends and/or off hours as necessary to meet clients' needs.

  • Thisposition may require the ability to travel average of 50%.

  • Experiencein managing a diverse set of contract types including Firm Fixed Price (FFP),Time & Material (T&M), Cost Plus (CP), and As a Service

  • Abilityto leverage business acumen, political savvy, relevant personal and CDWexperience, perseverance and communication skills to build credibility

  • Familiarwith Government contracts and programs

  • Stronggrasp of business and technical acumen related to Federal initiatives

  • Excellentwritten, presentation, and verbal communication skills. Adjusts communicationbased on complex political landscape.Ability to assimilate information from across all projects in theprogram and distills the information for the appropriate stakeholder.
